Made in Italy and Plastic Second Life Certification
Article 60 of the Union Customs Code (UCC) – Regulation (EU) 2013/952 – determines the conditions under which goods are considered to originate in a given country/territory, namely: 1) when they are “wholly obtained” in a given
country; 2) when two or more countries or territories contribute, they are instead considered to originate in the country/territory in which they underwent the last substantial and economically justified transformation or processing, carried out in a company equipped for that purpose, which resulted in the manufacture of a new product or represented an important stage in the manufacturing process.
Furthermore, the voluntary environmental certification “Plastic Second” (“Plastica Seconda Vita” or “PSV”) certifies the content of recycled/by- product plastic material, expressed as a percentage, within a material, semi-finished or finished product, of any type and belonging to any supply chain, including the fashion supply chain. The certification is issued by independent and accredited certification bodies and allows to qualify products of the circular economy as reliable, innovative and traceable, in this way bringing several associated advantages including product’s compliance with the CAM as well as access to incentives and favorable tax conditions.
The Delegated Regulation of the CDU 2015/2446 the Delegated Regulation of the CDU 2015/2446 specifies that certain specific products are always considered to be entirely obtained in a single country or territory, «waste and scrap products derived from manufacturing operations and used articles, if they were collected there and are fit only for recovery of raw materials». This implies that where the products are obtained from the processing of waste they can be considered Made in Italy.
The Plastic Second Life mark can be applied to recycled/regenerated material, semi-finished products and finished products. In order to receive the certification, interested operators must set up and implement an organizational system capable of guaranteeing compliance with the requirements set out in the Certification Regulation such as minimum thresholds of recycled plastic content, or appropriate guarantees of adequate traceability, supported by documentation.
